A water-based, two-components epoxy when mixed, it gives a good electrical charges conductive surface, on which copper strips are fixed to increase electrical conductivity.
The primer conductivity ranges from 10^3 ~ 10^5 ohms. 
It is used as a conductive layer for electrical charges to increase the conductivity between copper strips in anti-static floors.
